So, I got a new laptop, and it came with this, it says I'll be able to upgrade to windows 7 when it comes out, so... how would that work?

Probably same way Blockland updates, with an auto-updater.

Either that, or it will ask, "Would you like to switch to Windows 7?" in a popup.

Or they'll give a code to redeem at a website, or they'll ship a Windows 7 to you.

I mean, like the thing that pops up from your taskbar (the part right next to the clock) that tells me when updates are avaliaable for my computer.

You probably get a coupon with a serial code, which you'll enter/mail to Microsoft and they'll mail you the corresponding version of Windows 7 to you.

So, updates aren't free? I thought you could just download them...

yes it does. See ubuntu, I always update via the update manenger, which does this exact thing. It pops up and tells me ubuntu 9.10 or whatever is out, and asks to update :D
