How does RC even relate to RESPAWNING ALL EMPTY VEHICLES?

I thought that was the respawn script.

It respawns empty vehicles that are a certain distance away from the spawn for a certain time.
That way you don't even need an admin to do /recovervehicles at all.

It's actually /resetvehicles, I think. This isn't to respawn vehicles, it's to allow them to magically come back after you jump out

What you want is the RecoverVehicle event.  It will respawn the vehicle if it is empty.
