Jenxas is a fine lad, he just gets bored easily. I believe he's in BiT, but I'm not sure. (Don't blame me, I'm new at being Co-Leader :c) I'm sure what you saw was a very rare part of him. Some people are just in the wrong place at the wrong time. His behavior, though , (if it so happened) wasn't acceptable and I give my humble apologies.  I shall speak to him, though.

Since when can't admin ban?

It's in the Super Admin's preferances in server control you can put the rights onto a certain thing Admin,Super Admin or host.. just a thing from RTB.
