A quick google search revealed that it's a netbook from Dell.

Netbooks are the slimmest kinds of laptop and have barely any power packed in them because they are meant to be small.
So FYI don't expect to do lots with a netbook, and yes it probably doesn't even have F11 on purpose as to save space on the keyboard.

My suggestion: Get a new computer, preferably one that isn't a netbook.
