It's a special item, the Boomer can't actually vomit on him to do so. The Bile is an item you get as a Survivor, and you can throw it at enemies, I assume, to get the zombies to attack each other/a specific target. I'm only taking all of this from the achievements that were leaked for the 360.

I want one so bad, but my damn over-protective parents refuse to. I still go onto the wiki whenever i have the time, so i know a damn huge amount of L4D, i even have all the nw spec infected and their abilities in my mind.
