Why do they always quote themselves? Anyway, when you're starting a game, click COLORSET MANAGER and select it.

You will need System_ReturntoBlockland to do this.
Click "Start a Game", after making sure that "RTB" is in the top right corner of the Blockland canvas (window).
After clicking "Start a Game", click the button that says "Colorset Manager".
Choose your colorset.
Click OK.
Start Game.

It's just the RTB add-on, which I'm assuming you have, since you downloaded something off it.

Here's a LINK if you're not competent enough to use Google.
Download it, place it in your Add-Ons folder like normal.
