Many minorities have lobbies to help in their agenda. There are no laws that are based on race which affect some races differently than others, and therefore you cannot say the government is biased.

Racism seems hardcoded in some people, it's like they can't help being friends (for any racial descent really). For others, it's pure disinformation as usual, which can be ironed out by forgetting about stuff that happened generations ago so everyone can move on to doing something more useful like inventing room temperature superconductors.

Civilizations shouldn't be hung over their history either otherwise they grow stale and end up unwittingly repeating history's core problems over and over again. A state should look forward and move on at it's own pace.
