Over Max Players?

Ok probally alot of people have noticed this, and I ave becuase I know how to do so.  Ok so I have my Left 4 Block server and only allow 4 people to join.  But then there is always that FIFTH person able to join out of four.  I've seen in some servers that they have a mod that kicks the player that goes over the limit by saying there were not enough mini-game slots.  I can't seem to find this mod, was it fail binned? Now I knwo how people are doing this since I have done the same.  You look at the server info with RTB and click join and you go over the player limit.  Will disabling RTB stop people from joining my server and go over my allowed player limit?  How can I fix this or find the mod?

No that is not what I mean.  I create a server, the max amount of players is 4, since I'm hosting it I'm 1/4. Then I let 3 more people join, so now the server is full, 4/4 players. But then a fifth person that is going over my server player limit joins even though the server is full.  There is a mod that can automatically kick them but I cant find it, or is there another way to stop this without a mod?

I have done that before but some people don't know that you can still join.  Anyways I fixed it though.  I got the Reserve Slots Mod and put myself as a reserve so only 3 more people can join and a fifth cannot join. So I'll just lock this now.
