Joining Full Servers

When a server's full, and I'm eager to join, I usually constantly hit enter waiting for someone to leave.  Within the past month, I've only had to read "This Server is Full" once before joining a full server, and get in on my second attempt.  A minute ago, I joined Spenny's server, knowing that the limit was 12.  I looked in F2, and counted 13, and still see 13 players.  That's happened several times in several servers.

I don't know how this is happening, so I'm posting it here.

They adjust the limit, new limit is sent to the master server, but you still have the copy of servers from before it the max players were updated

It wasn't updated.  I'm talking to the only active admin in Spenny's server right now, he finds it strange too.  In fact, most of the time, the host is afk and unable to up the limit.

Also, 13 players in total, when the limit is still 12.

Local connections don't seem to count (i.e. the host).

I just tested it with Randomguy's server.  He hosted with a limit of only 1 player, I joined once, said it was full, I tried joining again, and got into the server.

Ive seen it saying "13/12 Player's" on Ladios's server.

Well something's obviously forgeted up.  It's either RTB or V13, but I'm not an expert when it comes to either.

I get the server is full reject message.

Alright I got that while testing earlier, I just wanted to double check. Must be an add-on causing this, or a certain set of circumstances need to be met.

Edit: one more question, is this happening on dedicateds, locals or both?

Can't.  Now I think it's RTB related.

Also, locals.  Haven't tried it in a dedi.

forget, it isn't RTB.  I just joined several servers without RTB that were full.  And, since Rotondo did a clean install of V13 and I couldn't get through, then it's some other, wide spread add-on.
