For non-Valve games, does Steam give you the files in exactly the same way you would get them from a disc installation of the game?

In other words, is it possible to install a mod that you didn't download from Steam on a game that you bought and launch through steam?

i.e. I want to install Oblivion Lost on my copy of S.T.A.L.K.E.R. Is this possible?

Yes, it's the same game files. They're just in your steamapps\common folder, instead of whatever directory they would normally be installed in.
