No, I think it was something about if you can't learn to do this on your own, you will most likely never make add-ons.

Start by modeling an add-on

Modeling isn't the only way to create add-ons. There is scripting, decals, maps (mission editor-type), and some other things. Weapon creation does not require modeling, but it does if you are after a custom model with/or custom junk.
