The RTB ban list has a grand total of 17 people on it. The reasons range from consistently uploading failed add-ons (the ban is only for uploading) to repeated master server abuse, to repeated IRC abuse. This is hardly a big ban list, find me someone who can explain how they have been unfairly banned and I will eat my hat.
