Well, by what i see, if that picture says 18k then NO! Obviously that player was a hacker trying to take over the universe with high active accounts. I figure we must all be aware of his shenanigans from now on for they may lead of to certain doom. Secondarly i should be all know that the mysterious 18k accounts don't exist, we just lead up to 17k and then jump straight over that peculiar number. Also why damn? So our community is growing get over it!
BEWARE: If your player list says an ID number of a player and for whatever stupid reason your then asking yourself or other people if its true, then that player with said ID number is HACKER!!!!
