I have seen some add ons that say moved to fail bin. I don't see the use of this unless the add on makes blockland crash.

Quite often yes. Or it is just so shockingly bad it doesn't deserve to be downloaded. Or it breaches copyright laws. Or its stolen etc.

Add-on can't breach copyright laws..

I honestly hate the fail bin for the cat.

It was once said (by Badspot or Rotondo, I can't remember) the Fail Bin was for studying bad add-ons.

It is primarily for preventing people from damaging their blockland installations (further) but it also makes for some good example scenarios for how people horrendously screw up their add-ons.

No, because then people will complain when something breaks their game which would defeat the purpose of the Fail Bin.
