I cant drive the rowboat! please help!

I've heard about the new vehicle rowboat.i used the WASD keys but it wont drive.I put the vehicle spawn as close to the water as i could,but no luck.I'm making a model that needs rowboats.some help would be nice.

It has to be submerged in the water, and floating.
