No matter how many times Destroyer puts a giant rule board written on it "Do not ask for admin" and puts in Rule mod and Welcome message. People will ignore it and ask anyways.

Thats because they lust for admin so bad they just x out of the rules and ignore everything and just start whining for admin. I find it real funny when you say no and they try to guess the admin password, please we don't even need those these days with rtb, so I never set any.
