For the hosting, use a webhost such as Zymic. It has 5 gb disk space, quite a bit of bandwidth (can't remember how much, but quite a lot), 5 MySQL databases, PHP support, no ads.

I had a website on webs once. Then I sold the password to a complete handicap for 20 bucks. The dipstuff managed to kill the site in a month.

If you're hosting a serious forum, inmotion may be a good idea. For 8 (or 9) bucks a month, you get 50 mySQL databases, unlimited storage space, more FTP accounts than you could possibly need, some number, possibly unlimited, of email accounts, ect. ect. However, that's probably buzzkill as far as what you need.
