Did that once.  Couldn't run it untill I restarted.

Or deleted all the files in your Steam folder besides Steam.exe and the steamapps folder.

Welcome to STEAM, where everything is always broken or barely works.

My GMOD never closes Hl2.exe or the gameoverlay when I hit quit/use the console to quit. I have to close them with the task manager, then restart STEAM otherwise I get "STEAM STARTUP ERROR 1 FAILED TO SET UP MASTER PIPE LOCK" when I try to run a game.
