They're completely legal to own. As in, if you own one, and keep it in your house, they cant do anything about it.
Using it in public, going around and using it is illegal. Like going to a store, with the knife, the cops can get you for that.

You are right Dropshock, anything is legal as long as cops or government officials don't see it. My bad, just looked it up and Virginia is legal with it open in public according to state law and Pennsylvania it is too, California has them legal as long as there blade is less then 2 inches.

Oro is just a smidget confused. By 'carry on your person', does that mean carry like you would something such as a watch or wallet? Or does it mean something like 'you can't carry it into public areas'?
Carry ON YOU, anywhere outside your home. In your pockets, in your wallet, on your head. It basically can't leave the house.
