It usually works? Cause EVERYTHING I have tried doesn't work. It says this exactly:

Also, question: What do I put as my name/address for the Visa gift card?

Even when I use Paypal, a different credit card, and a Visa gift card, it says the same thing.

Address can be totally random.
For name, use the one written on card/your name/the person's name who bought it.

Card says "GIFT CARD RECIPIENT"

This happened to me the first few times, just keep trying.

link a checking account to paypal and verify it.
pay with paypal (that will charge the checking itself)

I think this is Steam's fault, rather than my PayPal account's.

Sometimes credit card info doesn't go through proxy.

It's basically hiding your real IP and connecting through another PC/Server to Internet.

Hiding it? I have no clue what you mean, so I'll assume I'm not using a proxy.
Do you think the servers are down, or something?

The really annoying part is that it won't let me add anyone on Steam unless I have games.

Maybe I'll try Clickandbuy. Does anyone know if it works well?
