apparently v13 comes with the mission editor(in the blockland folder.)
how do I run it?

I think that's installation instructions for windows, I'm on a mac

Double click editor, go to a map then click Alt+m

Install and run like any other addon. This will also work in Windows, or wine, or whatever else you can manage to run Blockland on.
The editor has always shipped with Blockland. It's turned off by default because people don't know how to use it and break everything with it. It leads to people posting topics in the help forums like "Game kicks me from every bedroom server" and nobody can figure out why because they didn't mention that they saved over the bedroom map and now they're getting terrain mismatch errors.
