Yes, but as a general fact, most ID's are new people.
And as another general fact: most of the time, the first few times you do something, you aren't very good.

Put those two things together and, in general, new players can't build quite as well.

People with high ID are less capable of building and therefore spam your server with 1X bricks. I have nothing against them but it pisses me off when they do that!
