I cant open the ports because they arn't mine, is there another way to get around it?

Really no way to accomplish this, could bribe the IT guy. Im guessing the server would be slow due to the large amount of people connecting to the campus network.

The only way would be to go to your network administrator and ask him, but it is highly unlikely it will happen.

On a related note, my entire campus only has a 65 megabit connection, I don't know what the average down-speed is for most campuses, but it seems rather low.

Anyone one want to make me a dedi sever for me and just make me admin?

School IT admins are the most brown townly retentive people in the world, it's more of a power trip than a job for those guys.
