Pencil is free.
Better yet, chisel and stone.

And pencil is not free. It's like, 49 cents or something.
You also have to buy paper/wall to write on.

No wait. You would have to buy that.

Animation Shop + Paint Shop Pro...

Its a 60 day trial BUT you can get a hack of t'internet somewhere which gives you infinite time.
I used it to make my avatar :D

Fairly cheap if you consider what you're getting. High end software can cost thousands of dollars and Flash is pretty much the standard for .swf creation.

Let's put it like this: You don't buy flash to make stick figure animations.
