First:
Go to "My computer" or "Computer", depending on whether you have Vista or XP
See the folder called "Windows"? You need to delete that
Deleting that folder makes you able to create add-ons freely.
Then make an empty .zip file.
Now that that's happened, you can visit a thread on these forums with info on this. But deleting that folder makes stuff a lot easier :)
