One of the main aims of RTB is to improve accessibility and visibility of add-ons for users. I think if someone wants a particular add-on (and that add-on functions well) then there's no problem with allowing them to have it.

Just update it later via RTB and it'll be pushed out to a bunch of people much faster than having to get everyone to re-download another submission.

Edit: I also notice you haven't actually provided a reason as to why people having older versions of your add-on causes an issue.
