Audio streaming program?

I have the Soundblaster Audigy SE, which doesn't have a What U Hear option on Vista. I need a program that can stream my audio over stuff like MSN and webcam sites. I'm finding programs that will record my audio, would they also be capable of streaming it?

I believe this can record audio that comes out of your speakers, or a microphone..

Not positive, if you download it look in options and head to the audio section.

If that doesn't work I think Fraps can record most computer sounds..
