That is true, however it really depends on what your overall concept of control is. Control can be exerted in a negative or a positive way. It's all subjective of a person's personal experience. Adding seat belts to a car is a means of exerting control over a population. That's a positive means as it keeps people from being thrown from a vehicle in a serious accident. Unless you're the type of person who thinks they are unnecessary and refuses to wear them. Then you get the negative means of control by issue of a ticket or are killed by the previously mentioned flinging from the car in an accident. Some people view religion as a positive means of control. Lewis Black mentioned in his monologue, it was a means to keep people from wandering into camp with a camel and saying "I'm in love!" or "I don't care who you are, but you just can not marry a snapping turtle!"
