Just uploading an mp3 randomly is fine. If you want something a little fancier then get a blog and attach it to the post. People can subscribe to it via RSS. This is the traditional way of doing it. I think wordpress lets you upload files and attach them to the post.
Uploading it to itunes takes 2 weeks or something like that to get your podcast approved and you already have to have a blog or something like that. I really have no idea since I've never tried it, I can only repeat what I found through google. Embedding it on a web page or letting people download it is simpler anyway.
