It's not a water tower. The shadow it's casting isn't leading to any base. It's clearly something floating. I stand by weather balloon.

Does it matter? It's an object, it's unidentified, and now that I look at it closer, I see the legs to the tower.  If it were an alien species, someone would have taken a better picture.

Area 51 is an airbase, so yes. Guys, it's a really low res image of something MOVING, it could be a low-altitude airplane or even a helicopter.
