Can someone post a Blockland figure in MS3D format or tell me how big a handle is supposed to be?
Should I just make it the size of the joint?

A weapon handle should be 2 small squares wide.

Depends on your scale.
I model in 0.25, and sometimes lower for detail.
Though that's what most people say.

Sizes:
Inside the blockheads arm: two small boxes = size of a joint,
1x1f plate: two small boxes tall, five small boxes wide,
1x1 brick: six small boxes tall, five small boxes wide.
