Pandans hat mod does this. Every once in a while the items roll and you have 25%Chance to get a hat.

Item Roll is from Hatmod.

It lets you know when ever the server has rolled for that 50% chance of people getting a hat.
I wasn't supposed to leave the echo("Item Roll"); in there but, what ever.
