1 / 1a is weaker then 2 / 2a simply because that's the way it works

in the long run the power is evenly spread and all the weapons in the respective tiers are balanced to EACHOTHER but tier 2 is simply stronger then tier 1

Make them into primary/secondary

Put stuff like assault rifle as a Primary, then pistol as a secondary.
