If you want to be technical the best place for it is on the North of South Pole thus adverting collision with anything man made. All it'd be doing is spinning in a circle and not being swung around. Plus you're only saying that because you live there, has no real value being there at all, especially that its Asia and no god damn Astronauts.
More fool you. It would spin and cause unnecessary shear stress on the cable (Its enormously thick!) due to the Earth's wobble.
Plus you don't get the huge boost the Earth's rotation provides.

Besides, that's no good as things would have to be shipped up there, to the middle of nowhere. Its utterly impractical.
