It depends.
Having no experience, and what type of program you use can determine the level of difficulty you have.

When I started, it wasn't hard to make them using Milkshape. However they were not very decent due to my inexperience.
I haven't even modeled for a year, and I can make a decent model. Nothing great, but decent.
