Whenever I try to join any server it loads, but right when the loading finishes everything freezes up and a box pops up like this

are you only allowed to use one tier at a time? because when i enable all of them i only get tier 2

i can't get in non-physics vehicles (like the airboat, horse, AA turret, LCVP, etc)
does anyone know why?
