I really do not reccomend AMD in general.
He should get and Intel CPU imo.
He also should get Windows 8, it starts up much faster then 7.
But besudes that the specs are amazing for gaming.

well if he's on a budget he's going to have to get it

Sorry for not responding but no.
I am completely new to this.  All I know is you put parts together and BAM,you got a quality PC right there.

If anyone is some kind of pro at building PCs could you pick out the parts for me?
I want it to have 3(+ if possible)GHz and to be able to run these games moderately (CS:GO,Just Cause 2,Arma 3,Garry's mod,Metal Gear Rising:Revengance and Payday 2) all of them I just have lag sometimes but JC2 and Arma 3 are just unplayable.  Just the parts inside of the case,I can pick keyboard/monitor etc myself.  If nobody picks for me I'll attempt to pick myself :l

EDIT:£500-£1,000 price range please.

I put together a couple builds.  Keep in mind I'm no pro so these builds may not be the best possible and the parts therein are up for discussion.

AMD build

Intel/Nvidia build

I know you said earlier you are looking for Intel but based on the rest of what you said you probably wouldn't know whether or not AMD actually is a bad choice.  AMD usually gives more bang for your buck but their processors typically run hotter and don't perform as well as Intel.  For example your average 3.5 ghz quad core from Intel will probably outperform your average 3.5 ghz quad core from AMD, however the price to performance ratio of the AMD processor will usually be better.  Its the same story when comparing AMD gpus to Nvidia ones.  Thats why the AMD build has a 3gb card and the Nvidia build has a 2gb card.  Seeing as how I don't have personal experience with either exact setups I can't tell you how they would perform, but I can almost guarantee the Intel/Nvidia build would probably outperform the AMD one by a smidge, but they both should run Arma 3 and JC2 fine.  I can run JC2 maxed 60 fps with and FX-4300, 8gb of RAM and an R9 270 so these will tackle JC2 just fine.
