thermal paste shouldn't get dusty though, your heatsink does.

I should've been more specific, my bad. I mainly clean my heatsink regularly because I get a lot of dust (especially because of pets) in there so its a necessity for me.

You don't need to (and shouldn't) take the cooler off just to dust it. Buy canned compressed air and use that
