No, a new terrain system is definitely something only badspot can do if it should be even remotely efficient.

A few of his other suggestions are possible as add-ons though, or have already been made.

Exactly, look up voxel terrain instead of thinking about minecraft (because you know its voxel based)
voxels can be different shapes other than cubes.
