I can confirm that every time someone uses BuildBot, Riddler rises to power in an alternate universe.  If you don't think BuildBot is wrong, then you are supporting Riddler.

OT; Considerably, Buildbot, first and formost is a mod. And thus, has the same unbiased vote that it isn't illegal. Sure, Add-Ons like the Ion Cannon or the Mini-Nuke are bad, but like GSF's Modular Terrain Generator, Buildbot is just another "vehicle" for building. And yes, it is agreeable that players who have it usually have a one-up against those who don't have it. But it isn't truly illegal unless hacks them game in such a way where only one player is having fun while making the others rancorous. Simply: Would you rather have to deal with an entire fortress with one man, or deal with one man who has speed hacks and Overpowered weaponry?
Honestly, it's up to the host to decide such mercies, but for me, I have nothing against Buildbot, and it happens to be very useful for me when loading multiple builds for myself on my server, and I rarely use it on any Fortwars.

i consider buildbot to just be a method of getting your saves or previously built stuff in other servers

But, this isn't quite a valid argument.

i'm personally fine with buildbot on fortwars. namely because doing it entails you have to sacrifice fighting/defending to let your player "build" the save.

tactical nuke tried to buildbot on my fortwars 2 months ago and it was disastrous for him lmao. he kept getting killed by others. which was fine in my book cause he didnt really even try to play.
