It's slightly better than Elim's CityRPG, not much of a difference

No, it's dead because that's the fate of ANY CityRPG to date. The mod is broken in so many ways. If anybody dreams of sustaining a CityRPG server for longer than a couple weeks, they're going to need to change the mod big time.

Also, Cavik is a known problem user, so it's not a big loss. I'm sure there are many users such as myself who have been intentionally avoiding it (and thus driving down his playercount, as a form of social pressure) for this reason.

It's because after 20 or so days everyone was super rich from mad drug farms, therefore I guess beating the game. So beyond that it just got boring. Pretty convenient lifespan, playercount died off just in time to where I didn't have to renew the hosting service.
