I would rather have it be like Bioshock, it shows random quotes from well-known blockland players.

What? If you mean you have to close the tip box or it'll stay open in the server, what's the matter? Just turn it off. And if you don't you evidently don't mind. And it wouldn't stay open in the server. Even I could make a script that closes it when you join a server. Not to forget you shouldn't even be able to open the server list with the tips on.

I like the Idea but with the n00bs who don't play tutorial or don't pay any attention to the menu bar in http://www.blockland.us make Beginner Tips... like a little note comes up with a check box to disable and tells them like About Admins or  Where to get Addons or Using Paint while in game kinda like WoW

Once again, these aren't behaveral tips like "don't ask for admin", but are info tips like "type /clearvehicles to reset vehicles"

Give the servers the ability to check if the players already have done the tutorial xD

Normal player: "Okay, well, normaly I would help you with your problems... but right now, you should first finish the tutorial you can see in the main menu of blockland."
Newbie: "I've already done it"
Normal player: "No you didn't"
Newbie: "How should you know?"
Normal player: "I can see it, everyone can see it"
Newbie: "oh....."
Admin: "Bye"

It doesn't need to be anything too complex like what some of you are thinking, Just a small box that pops up in the center of your screen with a closing button on the top right of the box.  Then in the global options there could be option to disable or enable tips.

Why can't they be behavioural tips? It'll save a lot of stress for players, admins, hosters and everyone else involved. I know they can't really be specific but if we're general enough with statements such as "People tend not to like it when you ask for admin privileges" See I put tend? It means that most people don't like it, yet some won't mind. And "If you have a cool build, how about you host a server instead of asking on other servers?"
