Make it a simulation game where you have to be a head crab, and you explore the  ruined world turning people into zombies and gaining territory. Then you encounter an angry Gman, and accidently eat his brief case...

Head crab role play would be awesome.

make a zombie invasion game where your in the whitehouse and at the end of every level there is a boss which is the president of the united states! multiplayer modes 3 teams zombies presidents survivors,

small team of zombies larger teams of presidents and survivors 1st team to go down loses if both teams go down zombies win

What engine/language?

I was planning Torque, but now, I'm thinking against it.

I'd suggest perhaps Source? Make an old school like game but with new age lighting :D

I know it might be late, but you could make a modern-day based game and call it 1998 sci-fi.
