So you can have the little death showermajiggys even cooler looking, or something else.
Is this possible though?

I don't know, this is not my field of expertise.
But are CIs even images? I honestly have no clue.

Not possible, even with Engine changes, at least in a workable way. It's a format that can't run. Make a required client add-on that constantly switches out a specially marked <bitmap:> might work, but would be glitchy as hell.

I think Blockland is programed to only use .png files.

Its not possible to load an actual .gif file into blockland.
You can make a .gif while in blockland though using delayed print changes, but that lags like stuff.
