I got money from my grandparents who are very generous and I was hoping to purchase a game. 

I have a limit of $40 on PC games.

The games I usually play are sandbox (i.e. Minecraft, Blockland etc.) and once in a while open world(i.e. Grand Theft Auto 4, Saints Row 2, etc.).  I enjoy RTS(i.e. Age of Empires 2, Rome Total War, etc.)

I have more but I was too lazy to put it up here.

Supreme Commander 1 or 2. 1 has enormous maps and tons of units but isn't as optimized as 2 which has smaller maps and less units. They're RTS games. I'd buy 1 if you're PC can run it in a full-scale battle.

Buy starcraft2 if you like rts the custom mods are awesome

Get Starcraft 2 if you could manage to grab another $20, the RTS of it is very fun but what's even more fun is the custom maps you can play, you can even play 3rd person shooter custom maps on it which are really fun.

starcraft is fun but the learning curve is massive and the servers are full of hardcore koreans

That's why there are leagues. Bronze league is full of noobs and diamond is full of pros. If you are in bronze you get matched with bronze players.
