Why does nobody ever loving get the Anni?

Because you're still at a level range where everyone is new and doesn't have complete understandings of the mechanics yet. Don't worry though, once you level up more you'll be in games where those with static defense go up ahead of time to set up*, usually accompanied by a player to defend them while doing so. Often teams will just send their whole team up to set up and deny the other team from setting up, but occasionally leaving a good bot pusher in the lanes for as long as possible to punish the other team for sending every one of their own members to the anni.

*Good defenders used to check the time it was activated and type in team chat when the next annhiliator would be up so that everyone would be aware, usually resulting in an anni win for the team that tracked the time. This isn't as important any more due to the global audio cues in advance, but sometimes still done.
