It was not common place at all.
The only reason a woman would serve a combat role AT ALL before this was because of situations that called for an immediate need of combat-ready soldiers. This does not fit under combat-role because even a radio operator will enter combat if needed.

And no, they could not enroll whenever they wanted. I really don't know who told you that, but they're wrong.

I thought that was common practice in all modern countries... Norway has had women in combat roles since 1978!

Women are released from military conscription (yes, we still have that over here), but many girls enlist to the military anyways. The ratio is approximately 8/1 men/women.
