Can't get admin access

Maybe there was an update of your firewall or any other program that may interfere?

Try to ping your brother and let him ping back.
(assuming you are both on Windows)
Open Command prompt: http://windows.microsoft.com/en-us/windows-vista/open-a-command-prompt-window

Use Ipconfig to find your and your brothers IP and do a ping with the port 280000 to each other
Your IP and port will be something like 192.168.0.xxx:280000
