So lately, I haven't been able to host a server and have people actually join it. In fact, last last Friday I hosted and my bro joined. Today, he recieves punch packets and challenge requests. what do

Can't get admin access

Maybe there was an update of your firewall or any other program that may interfere?
Try to ping your brother and let him ping back.
(assuming you are both on Windows)
Open Command prompt:
http://windows.microsoft.com/en-us/windows-vista/open-a-command-prompt-window

Use Ipconfig to find your and your brothers IP and do a ping with the port 280000 to each other
Your IP and port will be something like 192.168.0.xxx:280000
