How do you make maps like vice city or resterant map?

You need to use an interior modeling program like torque constructor or quark. I know Kaje posted a link to constructor which is made by garage games so just look for that.

There are a million resources on the internet to figure this one out. It is only limited to your searching abilities which are very, very limited.
